Short answer
MOQ (minimum order quantity) is the smallest order a manufacturer will accept. In cosmetics the main drivers are raw material minimum purchase quantities, the smallest volume at which a production tank runs efficiently, the packaging supplier's minimum, and line set-up time. MOQ therefore varies with product category, packaging format and formula complexity.
Why MOQ exists
MOQ is not an arbitrary number; it comes from the physical and economic realities of production. A tank does not run efficiently below a certain fill level — run with too little product, mixing is not homogeneous and quality suffers.
The second factor is the line. Setting up, adjusting, cleaning and validating a filling line takes a fixed amount of time. That time is spent the same way for 500 units as for 50,000; as volume shrinks, unit cost rises steeply.
Four drivers of MOQ
- Raw material minimums: some actives can only be bought in set quantities, and leftover material from a small batch is wasted.
- Tank volume: the minimum fill level at which a tank runs efficiently sets the smallest producible batch.
- Packaging minimums: packaging suppliers work to minimums too, often higher than the manufacturer's own MOQ.
- Line set-up time: changing product format requires the line to be reset.
How it varies by category
For high-volume, low-unit-price products — shower gel, shampoo, body lotion — MOQ is generally higher, driven by both tank volume and thinner unit margins.
For serums and concentrated care products MOQ can be comparatively lower; small fill volumes and higher unit prices make production viable at lower counts.
Packaging format matters too. MOQ is lower for a standard bottle, while packaging requiring a custom mould raises the quantity considerably because of tooling cost.
If you want to start small
If you are targeting a low first order, a few approaches help. Selecting from a ready formula library removes raw material and development cost, offering the lowest entry point.
Using stock packaging is the second major lever. Taking a packaging item from the supplier's catalogue and applying your own label — rather than commissioning a custom mould — reduces both cost and MOQ markedly.
The third is limiting SKU count. Producing 6,000 units of one product usually gives a lower unit cost than 2,000 each of three.
The relationship between MOQ and unit cost
Unit cost does not fall linearly with volume; it breaks at particular thresholds, which usually coincide with raw material purchase tiers and packaging price bands.
So when requesting a quote, ask across several scenarios rather than a single figure. “What is the unit price at 5,000, 10,000 and 25,000 units?” lets you make the scale decision on data.
